Needing advice on equal housing and equity in Southern California

Hi all. I’m part of a racial equality group in Southern California formed after the death of George Floyd. One of our initiatives is increasing housing equity for people of color. Redlining and other discriminatory practices made generational wealth largely unobtainable for many minorities. Even today research shows, all other things being equal, people of color are turned down 2x as often for home loans. How do we show people, many of whom may never have considered owning a home or are just trying to make ends meet, a path to home ownership? How do we help them on the way to generational wealth and a better future for their loved ones? How do we increase diversity in home ownership when we live in an area where an “average” house costs 900K?  
I realize this is a huge topic with many more questions to be asked. This is in hopes of generating a discussion and moving the ball forward in a wonderful country that has a painful past.
