Do investors typically carry flood insurance for rental property?

I own a rental property in San Antonio TX that is in a 500-year flood zone. However, that area has experienced quite a bit of flooding recently. Federal Funding for natural disasters doesn't cover rental properties. Therefore, is flood insurance something investors would consider? Or, is it something they typically "take a risk on"?
