High return on investment in Maryland with short term available

I am looking for an investor to help a client with a project in Maryland. There is very low cash outlay, short term, with a high return paid monthly. My client is a very successful developer across the United States, with projects from coast to coast. He is looking for a long term partner for many projects (Residential Real Estate, Hotels, etc.) I have an Executive Summary on hand for any interested investor, and can email it immediately. We are looking to move forward by the end of January, so time is of the essence.
