What license(s) do I need

I am brand new to investing in real estate and want to start with buying and selling REOs with hard money. As an NYC resident, do I need a sales or broker license before I do this, or do I need both?

Also, does anyone know if REI in NYC is tougher than if I invest in properties outside the city? From what I understand, for REOs, it's not terribly important that I go to look at the property if I have a list of buyers who will buy the property/building/home regardless.
