Seeing Signs by Intersections

Hey all,

We have all seen the "cash for your house", "Quick cash", "I buy all houses, Cash" signs. I live here in Austin and have lately been seeing signs with a twist. They actually say,

"I sell houses to Investors, 30k off retail", "I sell cheap investment properties, call xxx".

Are these wholesalers? Are these people worth meeting? Is this sketchy or worth sniffing out?
