Neighbors fence ruining curb appeal

This is the lot map of my new house(lot 21) that is getting constructed in cul-de-sac. We learnt our neighbors house(lot 20) is not facing into cul-de-sac, but into the other street. And their fence is along the green line in the pic. Their fence is going to block our house view from street and I am very disappointed about that. Our neighbor house is built by another builder and their construction is slated to start soon(in next 3 or 4 weeks). Is there anything that I could do to not make their fence block our view ? I think if they turn their house to face cul-de-sac(like ours), it should solve our problem. My neighbors are also interested in making that change now. But looks like we have to convince their builder. Not sure they received city permits yet for construction. I am not even sure if I can even sell my house if I don’t like the house. Nobody would like to have a house whose view is blocked by neighbors fence. Please advise.
