Plumbing cause by city tree roots

California apartment complex: We have a plumbing problem we have fixed but the city has called and said they will be monitoring the apartments and it could be a hazard for tenants. The plumbing problem has been an issue for some time now and it’s because of the roots that keep clogging the pipes. They said they would be fining us $500 for the damage and can possibly go to court and pay up to $1,000 in fines. There was poo around the pipe and toilet paper piled up near the pipe and one of the tenants left open while it was raining and is now going into the sewer causing it to become a health hazard. We inherited the apartments after my father passed I just need some information on how to move forward to prepare myself for what’s coming next.
