What is Visitor Accommodation zoning?

I am interested in a property in a VA (Visitor Accommodation) zone in Santa Cruz, CA.

It used to be a motel and was converted to an apartment.

The county limits the STR permits that it gives out.

* Will I need to get a permit and go through public hearings even though the property is in a VA zone?

* I am also considering renting the units as a mid-term corporate housing (3month minimum). Will that still require me to go through the same permitting process as a short term rental?
