Investing in a Run Down Neighborhood

In my area there are multiple fourplex units for sale at good prices. The only kicker is the neighborhood is a little rundown and known to be rough and tenants can be shady.  Does anyone have any experience with this type of investing?  I would like to know how you combated these problems and if it's worth the hassle if the price is right.
