FHA Multifamily Max Unit number changed?

Hi,

I'm a newbie real estate investor. Still educating myself on real estate. I'm interested in purchasing a triplex here in Jacksonville, FL. I can do a 5% and closing cost as of right now. When I tried to find out some financing for pre-approval, I got confused. I tried to get a pre-approval on a conventional for a triplex, but got turned down since the requirement was a 25% downpayment which is a bit high for me. 

When I tried to convert it to an FHA loan instead, the loan officer told me that the max number of units now is 2. If I'm not mistaken, FHA can cover 2-4 units in a multifamily property, right? Here's what he showed me.

Any tips would be appreciated :)
