passing water responsibility to tenants

Hello BP friends, my partner and I found an interesting property and while we look at the income statement. The first thing we notice is the water/sewer expenses is huge! it's a 30 unit and they spent $22K each year on that along! We are doing some research and planning to install individual meters to pass that responsibility to tenants. Could someone share their experience on how this could be done? Any comments will be very helpful. Thank you in advance.

    @Jack Yen, before making that costly upgrade to separate the meters ... I would study the competition in the area to figure out what they are doing first. If all the competition in your area aren't billing back their tenants, would it make business since for you to now pass that bill onto your tenants? If they are passing that bill on to the tenants are they using RUBS to do so? Are they separately metered? It probably would make sense to do a little digging first by mystery shopping the competition in your area. If not you may risk losing prospects to your competition. Hope this helps. Good luck
