Public Adjuster Services on Commercial Insurance Claim?

Hello community,

I wanted to get input on a scenario I've run across:

A commercial building has experienced roof damage due to a recent storm.  A claim has been filed with the insurance company, and they dragged their feet for 3 months. These 3 months consisted of delays on their end, not on the clients end.  A roofing company that had submitted a Scope of Work/Bid noticed the lack of response from the insurance company and suggested using a Public Adjuster.

My questions:

1. Does anyone have direct or indirect experience using public adjusters on commercial insurance claims? If so, can you share the story and any pros/cons?

2. If the adjuster is requesting 33% payment (of final claim amount), does that seem high? It does to me. The property is located in PA but I do not see any laws on ceiling charges (such as Florida has). 

Any input would be greatly appreciated!
