How many hot water heaters should be in a 3 unit

Hi. Bigger Pockets. I recently looks at a 3 unit building for sale and I saw only one water heater. Does that mean I (landlord)have to pay for the gas. Is one water heater efficient. This is my first investment. I am trying to learn as much as I can about REI.
