Have you bought a house with credit card?

I called county assessor's office asking if they accept credit card to pay someone's else back payments. They said "no." And I said ok thanks and they said "ok"😂. They waned cash. So, If i do a cash advance to get cash to pay the homeowner's back payments, would it work? Is it the same as using cash? I could call them back and ask again but the person that said "no" was rude, so, Maybe they might say "no" again evem though I can.
