Does HUD pay holding costs of any sort?

For properties that HUD owns, do they pay holding costs of any sort on their properties? Properties should be winterized, so no utilities. I am assuming they don't pay for property taxes since HUD is a branch of the government.

I am curious if they pay any holding costs, since that could be an additional motivating factor for them to sell.
