Can deals be made wholesaling pre-foreclosures?

Hi Everyone. QQ seeing if anyone can land a hand. So, I created a list of more then 120 pre-foreclosure properties, I am going through and inputting all the trustee contact info unto a spreadsheet.  Alot of the properties i'm currently focusing on are absentee owners. I have the current property owner addresses no contact #'s. I also have the trustee addresses and telephone #'s for the properties.  

My current questions are.....

Q1. Can a deal still be done since it's in pre-foreclosure?

Q2. If so, do i reach out to the owners or the trustee of the properties?

Q3. If not, do i scratching pulling pre-forclosure list?

Any help would be appreciated.
