3rd party companies for mortgage companies Do's and Don'ts

If a mortgage company sends a 3rd party contractor to a vacant house to place vacant house sign in the window is this illegal.  What all can they do?  What things are the not able to do.  The owner of the house was not contacted that the 3rd party contractor would be onsite and preforming their services.
