Property Lien Question - SF Bay Area

Hey everybody,

I'm interested in this property in San Francisco. I've seen it for years and it has not been touched. 

I found that there's currently a lien on it. Is there a way I can find out who owns it and try to get the property before it gets bid on? 

I'm just a little unclear to how that works. I'm ready to put an offer now. Thanks for the help.
