Right of Redemption and Letter to Vacate

I purchased a home at the sheriffs sale with the home still occupied. I have attempted to contact the previous owner by phone multiple times but have not been able to make contact. In South Dakota they have the 180 right of redemption law and it doesn't appear they are in any hurry to leave the residence before then.

Can I send them a letter to vacate while they are in still in the right of redemption phase? I was thinking of sending them this document:

I plan to offer either $1,000 or pay moving costs to vacate within 2 weeks, leave the property broom clean, undamaged condition, and sign over their right of redemption.

I would like them out of there ASAP and was hoping that a letter to vacate would maybe make them realize this is real and that they no longer own the home. Am I breaking any laws by telling them to vacate the property if they are in the right of redemption period?
