pre-forclosures in ohio

I've been reading a lot on pre-forclosures and I'm not sure how to take this information. i've read that some states require a license, some people think of those who take advantage of such situations as vultures. I'm really trying to open up all of my options here and this was presented to me as one. however i don't want to make too many more mistakes. Is this a ok way to find potential leads or should I wait until they actually go into forclosure?
