Foreclosures just sitting and not for sale...

Is there any way to buy these types of foreclosures if they are not listed anywhere?

There are two foreclosures near my personal home that have been foreclosures and vacant for over about a year and a half (AL right of redemption is one year so I assume that has passed on both properties).  I know they are owned by CITIMORTGAGE via my counties tax assessor. 

I called an out of state CITI bank (none locally where I live).  The banker I spoke to was adamant that if the properties were not listed on their foreclosure website then they were not for sale.  

I really would love to hear if anyone has been able to purchase foreclosed homes in a similar situation or has any advice on how it could be possible.
