What is the best way to contact a bank's REO department ?

I'm having a difficult time getting through the gatekeepers at the banks when trying to reach the person in charge of REO properties.

I'm not a buyer. I'm trying to promote a loss mitigation service to them that involves recovering insurance settlements on these properties.
