Pre-Foreclosure - Owner Deceased

Hello,

I am interested in everyone's feedback on the following:

Property is a Pre-Foreclosure. NOD Filed 2 months ago. Sale date scheduled for 2 months from now. Loan amount is considerably lower than market rate.

It just so happens that I recognized the name of the property owner, and by personal knowledge I know that they passed away approximately a year ago.  I know that the owner has children, does not have a spouse.

I'm interested in making an offer on the property before it goes to auction.  Where do I go from here?

I checked the county probate records and came up empty on the owners name.  The outstanding loan balance is considerably lower than market value.  Why would the children be letting the property go to foreclosure?  Who (if even possible) would I direct an offer to?
