How to find and contact home owners?

Looking to buy an investment property of the first time. I've subscribed to Foreclosure.com, specifically looking at Preforeclosures. It provides me the home owner's name but doesn't elaborate how I can contact the owner. 

How do I find their phone number? 

How do I make sure that for cold calling homeowners in general, that they won't be on the "do not call" list in order to protect myself from getting in any trouble?

Lastly, if the home is in "Auction" phase of of pre foreclosure, can I potentially offer subject to financing during this phase?
