Best way to find RE investors and/or developers in Indonesia?

Finding commercial investors to participate in projects in Indonesia has been a major chore. We have joined several prominent US - Indo associations but still investors are scarce. I have reached out to other international VC companies but then I'm stopped by the bureaucracy. Any suggestions on where to find qualified investors for projects in this part of the world would be greatly appreciated!
