"Angel investors" are generally seeking 3-5X in 3-5 years in some sort of business with large upside.  Some of these investors invest in real estate projects, but many don't and cluster their time more around semi-active advisory work for startups with hockey stick upside potential.  

Search for syndication or real estate blind pools for real estate projects.  Accredited investors are generally the most valuable given how the exemptions work, but done correctly you can take in money from non-accredited investors who are sophisticated as well using exemptions that are practical in the real world for real estate projects that function a great deal differently than small business startups.
