Best Company to Work for?

Hi All, I am posting this for my brother.  He has a job in a different field, and just a week ago passed the NY State Exam.   he would to start as a commercial agent in NYC, however is looking to see if any company would be give some sort of Salary (even a small one) or Draw. Can anyone help?
