Foreign Investor money for US Developers

Gents,  I have run into some Chinese investors looking to invest money in US market.. not homes, but large developments.  My broker told me that I would need some sort of a financial/investment license to move money into these developments.  I have contacted many others in the business and no one can definitively say anything.  Wondering if anyone know the requirements.  Trying to move cash from foreign nationals to US developers.  Money is already in the US.  Thank you in advance.
