Lake House, event rentals blocked

Recently came across a lake house which we would like to rent out for weddings and event venues. The local Mayor is saying we cannot reuse the space for this. While no formal laws say this is restricted, we are getting notices saying the request is not feasible due to XYZ concerns. We have requested permits to fix this and have not heard back yet. 

When we called for an update. They asked how we got a hold of a site from a private listing. Ignoring the update request. 

Wondering what we can do here to get past this. Obviously meet all safety requirements. But Incase they deny it or find other excuse to stall what would be alternatives? (I'm non confrontational)

The plot has a native American burial site, which we spoke to a tribe member and gladly let them onsite for rituals and practice.  We do the land up keep and figured in the long run if we can use the other half of our plot for events it will offset any land keeping expense (do not mean anything by this just sharing , faith and movies always say helping others brings good luck. Not sure if it can help change our luck with the city)
