Offer contingent on rezoning

Interested in a property currently zoned residential on 50 acres. The intention would be to turn it into a short term rental and event space. Does anyone have experience with how to structure an offer contingent on rezoning approval? 

Unsure if you can apply for rezoning or have a hearing prior to owning a property and would not want to purchase the property if it could be be used as intended.

Rezoning is a long drawn-out and often expensive process without a guaranteed outcome.  You can informally run the idea by the applicable planning agency to get an idea of its likeliness to happen but I would be floored if a seller in this market would accept an offer contingent on rezoning.
