18 Wheeler/ Tractor Trailer Parking

Hi!
I have a growing interest in trailer/semi/18 wheeler parking. I wish I had a blue print, but I do not. I have been finding land that is zoned for industrial already and  seems to be in a good location with ample acreage to lay a concrete parking lot. However, I know there is more to it then buying the land and laying concrete. 

Can anyone point me in the right direction of where I can obtain more information? Specifically what type of permits and zoning I may need or steps I need to take in order to do this properly. Any help is appreciated.
