200k Property Going to waste

Hello everyone I’m  Chris a newbie wholesaler I found a property that’s been abandoned later found out the property owner pass away just before finishing the payments. They got it right to the end I’m figuring November or December 2019 just before COVID. Then passed but there deportations papers too so I’d suppose that what happened to the rest of the family. The house is currently in pre foreclosure. I want to pay off the balance then find closest relative and do a subject 2 ownership exchange fix it up rent it out then give it back to the family if they want it or sale it later. It’s not in bad condition. It’s been hood wretched by thief but that’s all. How should I go about this? It’s going to be foreclosed on in a week should I just try to by it in foreclosure or reaches out to the nearest relative first before paying off the balance
