FHA Primary Residence Exceptions?

Hello, I'm a new investor and interested in purchasing a rental property (duplex) in Indiana with an investment partner who lives in Texas. We would prefer to obtain an FHA loan to only put 3.5% down. I know there is a requirement that the home must be a primary residence. However, both units of the home is already occupied. Does create an exception for the primary residence requirement?
