Sewer clean out — does buyer or seller pay?

A property we have under contract had a sewer scope that came back with severe root intrusions, and the inspection company recommended that the sewer lines be cleaned out and rescoped.  Seller is not interested in sharing the cost.  Is this usual?  Would severe root intrusions lead you to pass on the property?
