Purchasing from housing authority

I recently came across a property while driving for dollars, and found out it is owned by the city of Sacramento housing authority.

Has anyone ever ran into a similar case and had success. The property is completely vacant duplex and in shambles.

I have done some research that the city will pay ppl to fix up property’s that they own but no where does it say buy property from the housing authority. The city has owned it since 79. Hopefully other bp members have run into this if so please let me know your experience.
