Land Buying Systems?

Any advice or direction out there on identifying land that will meet my needs to build duplexes to hold and rent possibly sell if and when necessary?

Ideally there would be some way to identify the following characteristics:

  1. Duplex - Fourplex allowed via zoning (though around Houston we lack zoning), also without deed restriction preventing duplex builds (where community says what is/is not allowed)
  2. Dimensions - Ideally 100-150' frontage
  3. Square Footage
  4. Price
  5. Flood zone (ideally 500 year+)
  6. Neighborhood stats (Crime, School, local stores

Should it be as simple as calling a bunch of agents/land brokers and saying what I want or is there a data/software package I can buy? or do I need to scrape or pay somebody to scrape the information from a bunch of sites? if so what sites?
