PA repository sale question

Hello, We own a house with a small lot in town in Warren County, PA. I was looking at Google maps a couple weeks ago and discovered that some land directly beside us which I believed to be part of our neighbors lot is in fact a separate parcel that was still listed in the names of the previous owners of our neighbors house. They apparently had two separate lots and when the house was sold to the current owners they apparently didn't include it in the sale. I did a little research and the land has been on the county's repository list for taxes since 2013. Now here's where it gets interesting.  This land looks like it runs right up to almost the back corner of their house. There is a swimming pool (very rough hasn't been used in years since the previous owners lived there before we even move into our house 6 years ago.I hear frogs croaking over there at night lol) with a deck around it. The deck I believe is attached to the neighbors house. I felt weird about pursuing it as I believe it is possible that the neighbors don't even know that part of their back and side yard isn't their property. If they did why wouldn't they have pursued purchasing it by now, unless there is a bunch of baggage attached to it which Is a fear of mine also. I have a very small lot and only have roughly 15-20 feet of room between my small one car garage and the property line I am speaking of it would almost double our lot if I could purchase it and give me the ability to build a bigger garage in the future. I was torn about pursuing it but the neighbors just listed the house for sale so I want to act on it. The house is in pretty rough shape so I wouldn't be surprised if it does sell it will probably be someone  looking to flip it or tear it down and build a new place on the lot  I don't want to be a jerk if I do pursue it but I also don't want to tell them and lose the opportunity if they are looking to get rid of the house anyway or possibly sell it and the new owner gets it. I would be willing to even give them a few feet of the property so I don't completely  crowd them out if they would be willing to pay for the cost of whatever would be involved. Now my question is what steps I should take before I decide to place a bid on the lot? I know I should do a title search.  Can I use a title company or should I try to get a lawyer involved? I don't feel confident  just searching it myself. I don't know what kind of liens could be on a vacant lot but if there is I want to be sure all parties are notified  so I don't get stuck with anything like that. Any other bases I need to cover? Also if I were to get the property what is to be done about the pool and deck? Especially if it is in fact attached to their house? Will  I be responsible for the pool and deck or would it be the owners of the house responsibility to remove it from the property? Thanks for any advice I can get.
