How To Get a City to Sell Me A Property That They Aren't Using?

I saw a fire house that the city of Durham in North Carolina is not using. I've been talking with the city but finally they told me they won't sell. 

What steps should a broker take for dealing with city/county property?

Is there a way a person can make it more desirable for a city to sell property?
