Math on Buy & Hold (Rehab Costs)

Hello,

Quick question. When you are purchasing a buy and hold property do you include your rehab costs to determine your cap rate?

Example:

Purchase Price:$125k

Rehab Costs: $30k

Would it need to rent for more than $1250 or $1550?
