Lis Pendens or notice of default filings in Philadelphia PA

I am looking to venturing into purchasing a pre-foreclosure property in Philadelphia and I was advised to go to City Hall to find the Lis Pendens or Notice of Default (NOD) filings. Once in city hall, I visited Department of Records, office 154-Office of Deeds, office 180-Register of wills, Sheriff's office (100 Broad St.), Municipal Building (office of taxation), Office of Housing and Comunity Development and Office of Property Assessment per each office referral until they start referring me back to each other with no luck. Does anyone know which office should I go to to get this information? Thank you in advance!
