Lowball REO Offers to get deals, Anyone had success?

How about low balling offers of REOs? anyone doing that successful?  

I got no gameplan and I am new... i want to find a way to focus my energy and time to get my first deal.   I thought this may be worthwhile because a realtor I talked to sounded very agitated/annoyed by all the low ball offers he sees from "wannabee investors" giving lowball offers... That made me think to myself, "I am a wannabee investor, maybe this could work for me?"

So lost...

I say lowball offer because these REOs all look at market value... trying to find fix/flip deal... no strategy yet

bank owned are tough... they go through SOOO many stages and long time spans before they finally take that offer.  usually that agent that first lists it just takes all the pile of offers to the bank, and all are rejected...  then they will eventually take a haircut down the line... but I have had no luck figuring out when that will be before the other guy.

agents and sellers ALWAYS get pissy about low offers.  who cares.  it makes them look bad to the seller, and sellers hate seeing them.  Most times realtors over promise on price to get a listing...
