Absolutely insane crazy idea?!

Hey everyone! There is a shopping mall that basically has zero retail stores in it currently and is probably going to be sold. I have this Crazy crazy idea that the shopping mall could be turned into apartments or condos where the existing stores are. Turn the walk ways into park like settings and include all state of the art immeneties. Basically high end shared living of sorts? Has anyone ever heard of this being done? I know it’s far fetched, but is it even feasible in terms of cost? I don’t know the logistics of how shopping malls are built but all the utilities should be in place for the most part? Thoughts???
