Are there still plenty of good LTV's out there from motivated sellers or are they harder to find now?

Are banks open to short sales and if so what are the typical LTV's today?

Where are the best opportunities today?

Yuliya, it really depends what you are looking for. You are still able to find some food flip opportunities as long as you are well connected with an agent or a wholesaler. Banks are pretty flexible with lending and you can find LTV of 70 or 80. Hope that answers your questions
