Should I buy a remodeled but previously flooded home?

I have found a home that I am in LOVE with. It's gorgeous. I can't see behind the walls but cosmetically no corners were cut. However I discovered it has flooded twice. Once in 2008 and again in 2016. However it's in a X flood zone. I spoke with neighbors who have lived in the neighborhood for 40 years and they said that it was indeed the only 2 times it flooded since they have been there. Is this a bad idea? Is it possible to flood proof a home. Also it was 8in of water the house took in 2008 and 13in in 2016. I'm in Houston if it matters. Buy or run?
