buyers agent fee? Does this sound right or not....

I'm a new investor and am in the process of trying to find a decent buyer's agent.  I have been talking with an agent who sent me her agreement along with the request for a "fee".  This was the explanation for the fee.

Is this customary with investors?  Buyer agents I've worked with in the past (personnal residence) never charged a fee, but worked for their half of the commission.  Am I being cheap or should I keep looking for another agent.
