Horizontal cracks in the foundation

Dear BP members, I checked out one investment property and really interested in it. However, while looking through the house, I noticed there is a fairly long horizontal cracks in the foundation above the ground. I did some research online and learned that many people tend to shy away from the foundation issues, especially with horizontal cracks. This property is built in 1929 approximately. Does anyone has any experiences in this type of problems and have an idea the cost to get it fixed? Thank you!
