Keep looking or buy this house?

Not my first house, but need a second opinion. The house in in Seatac, just south of Seattle proper. It IS on a busy street (Military Rd) but has a new roof, plumbing, furnace, water heater, kitchen/appliances, etc. So low maintenance. Only issues IMO are that the downstairs flooring is shabby ($$$) and it's on a busy road. It doesn't cash flow much, $200 at best, but that's the case for most RE in the area now.

I can put an offer and pay for inspector and appraisal, and hope the appraisal comes back higher (I expect it to). Or the appraisal comes in below my offer and I get a better deal. Or I end up getting an appraisal at contract price, at which point I either decide to stay in or walk with my financing contingency.

Keep in mind this is a 1031 exchange deal and I have about 35 days left to buy replacement property...Not much in sight....
