Did I pick the wrong area in Phoenix

I used to own 2 SFH in Phoenix.... 1 is 3/2 SFH for 2000 sq ft in the "island" of Gilbert... 1 is a 4/2 for 2000 sq ft in the "Sierra" of Tempe.... Both are still below the 2007 peak, also rent did not increase much either...Gilbert one is renting $1600 and Tempe one is renting $1900 Did I pick the wrong neighborhood?
