Duplex Analysis Help Tacoma WA

I'm looking at a duplex right now in Tacoma WA, the central Tacoma/Hilltop area that is two units both 4 beds 1.5 baths, both units about 1,125sqft. It's listed right now at $239,000 and four months ago was $289,000. I keep wanting to think this is a good deal, with the potential for a house hack, but I'm unsure about the area. The area is not great, but the house sounds like a pretty good deal? 

This would possibly be my first real estate investment, and I'm just nervous something terrible will happen and I'll realize why the price dropped so much without anyone biting. I should also mention I currently live in Utah, but will be moving to WA around July of next year for work.
