What Are These Sellers Doing?

I found a 4-unit I like, but it has violations. I put in an offer with a contingency that the seller fixes the violations. They countered and I told my broker I’ll take it. That was two weeks ago. My broker’s told me that the listing agent has told him that the sellers were traveling and can’t figure out Docusign, that they’re shopping around for contractors, and now she’s just straight up ignoring us.

What are these sellers doing? Are they stalling and hoping for a buyer who doesn’t ask for a contingency to fix the violations? Why would they counter-offer if they don’t want to sell? Is there anything proactive I can be doing here? I’m not banking on it and am continuing to look for new deals, but I really want that one. I don’t think I’ll find anything as good in my pre-approval limits. And I need to have a house by August since my wife needs a Chicago address to be a teacher.
